The 5-year-old in question is Robbie McMahon - aka the cutest kid we have ever seen - who is living with Williams Syndrome. Williams Syndrome is a rare genetic disorder which is characterized by medical problems, including cardiovascular disease, developmental delays, and learning disabilities.
