The paper added that the new investigation is not related to Kate and Gerry McCann who were cleared of arguido, or suspect, status some time after their daughter went missing.
Today marks the 12th anniversary of Madeleine's disappearance from her parents' rental apartment in Praia da Luz in 2007.
She had been asleep in her bedroom with two other siblings when it is believed that an intruder entered the apartment and kidnapped her.
Madeleine, who would now be 16-years-old, has not been seen since.
The Telegraph reports that a Policia spokesman has refused to comment on the report in the Portuguese press.
A spokesman for Scotland Yard also refused to comment on the report.
The spokesman said: "The investigation into the disappearance of Madeleine McCann remains ongoing. We are not providing a running commentary."
